The CDLs were valid and legally compliant when they were issued. The Feds used emergency rule making powers to change the rules. In theory, states and impacted individuals had 6 months to get into compliance. In practice the rule change was enforced retroactively, with a particular focus on some states.
Med cards are issued for two years, licenses for 4. Imagine if DOT changed the rule to make the license expiration date printed on the license match the expiration of the med card, told everyone they had 6 months to comply but some states started issuing violations within 30 days. That's basically what happened, just swap 'med card' for 'work permit'. This policy change was about optics more than anything - big splashy headlines with little substantive change.
