… it’s possible to have a duel citizen or someone with a work visa working for a company in the other country. The cabotage law applies only to the driver not the truck or company. (As I understand it)

Apparently, this isn't the only one who come here and have their drivers sit around waiting for the work to be done.
The point is this - a canadian doesn't need a visa to stay more than a day. There is no exit requirement for them. -

I once met a driver with Sainte Jermaine (SGT; the fleet with the really bright green trucks) who did mostly California loads. He would pick up around Montreal, drive about 80 km to the border, then about 4500 km to his delivery.....
