The trailer on the left has a placard, but my eyes can't read the number; it starts with 17

Not always. We haul some dedicated loads of something we call liquid zag in them. It's the active ingredient in deodorant and is not hazmat. Ours have air controlled internal valves

100% correct. Any tanker driver should know where to find this information since you are responsible for the whole deal. With Hazmat there are departments for the government that can stop you and ask about the load and such. Departments like EPA, OSHA, State and or City environmental regulatory groups and more. In the cities that can not meet their Clean Air Act they look for trucks that are a problem and sometimes not a problem just to show they are out there. A friend of mine had EPA watching the vapor recovery system to make sure it worked right. So it's important to know where to go for the information. That's the Code of Federal Regulations 49, parts 100-177 Transportation. You do not need to know every bit of information but if asked all you have to say is "I can look that up for you". Some will say the company gave that load to me so it's on them. WRONG, you're the one that will pay the fines and some of them get really high. I know it sounds a little much but like I said all you need is to know where the info is.
