It doesn't specify how old you have to be. My dad got his Class A license at age 19 in 1988, but someone told me you have to be 21. That's weird, is it perhaps the laws from the '80s changed as the years went by?

I turned 18 in June (Born in '01), and I wouldn't be 21 until June of 2022. Also, my question is what is the interstate or whatever it's called restriction I have until I'm 21?

    Thanks.

you should be able to get the CDL at 18, but (i think) have to stay with-in the state lines of NY till you're 21.

    which that would be INTRASTATE

Yes. You will only be able to drive in your state. Intrastate.
Interstate is drive every state and Canada if you are able, or Mexico if you feel lucky.

So that means I can't leave NY, like you're on probation or parole so you can't leave the home state.

Many states allow 18 yr. old drivers to have a CDL - A but New York is different.
Do some research then move to another state.
    Age
CDL drivers must be 21 years of age or older to drive classes A, B, and C in the state of New York. This is slightly different from the majority of other states, where Class B and C vehicles can be driven by those individuals age 18 or older.

I've seen ads for 18 yrs. old CDL-A drivers in Texas and Nebraska and a few other states.
Do you have relatives in other states that will let you use their address? If so, you can get an early start in trucking. Other states will require you to drive "intrastate" which means you must stay within the state.
