Some allow parking in the off-season, i.e. not in the winter. In the winter you certainly cannot park in a chain up area.

Ok I’ll bite. Those signs at the chaining areas on the roadside after Baker City and all the way to Emmigrant Hill (cabbage) say right on them “no parking” and ODOT doesn’t play around. You would be better off just rolling to the next off ramp and park illegally there.
