Examples:
-If the lead content of the dirt or "export material" is beyond a certain percentage, placards are needed with endorsement. If working near a school, in CA percentage allowance for lead or other contaminants drops severely. However, since it is not up to RCRA, or federal, standards, it is considered "CalHaz" which does not require placarding.
-Any fuel station having lines or tanks worked on or replaced, is considered to have contaminated soil, and must be exported as such.
-A lot of ports here on the CA coast, with the shipyards and everything else, have what its considered contaminated material.
-Special example here, a helicoptor was flying over the Sierra Nevada mountain range, near Bridgeport, CA, which is real close to NV. He was preparing for a crash landing, and dumped 1000 gallons of fuel landing in the mountains below. Once the dump site was located, we got the call to export that material to a safe dump site, and re stock the forest with a clean fill material that met State Forest standards. They dug that hole about 100' deep too for all that fuel.
I'm sure there are more, these are just some of the more common.

Removing the contaminated soil, yes. But, bringing in fresh soil to replace it ? Where no man ventures, or ever will ? Can you say "Sierra Club"?

Sierra Club, enviromentalists. Think about it, the dirt is contaminated and removed. That's a good thing, but importing fresh dirt to replace it, way out in no mans land, why not just remove the bad stuff and be done with it ?
