Can you add Endorsements while you have your paper CDL?

I tried to get all the endorsements when I first got my CDL. The only one I couldn’t get in Virginia was doubles because they want you to actually drive a truck successfully for some amount of time before you start dragging 2 or 3 trailers behind you.

Makes sense.

My point was the amount of time between successfully passing the road test and receiving a hard copy is days and not something that should hold anyone up trying to get endorsements other than doubles/trips.
