It's not impossible to get a local.job out of school, but not the easiest. You'll never find shortages of people looking for local work. Then you run into a problem of experienced drivers trying to go local too. Real talk, some places have it to where that can happen. Majority of places, you'll need a good connection or some luck to make it happen

Look for ####ty companies. That can't keep employees. They're always hiring.
You'll find some. Somewhere. That will take you out for a rest drive. If you can drive. That's all they care about.
Problem you might have. Is can you drive a stick?
I know one tanker company. Who hires more out of school then experience. Needless to say. His accident rate is pretty high.
My company just recently bought an auto. And apparently the guy he hired. Is straight out of schooling. Boss won't let him drive a stick because he can't drive worth a SH--. But he seems to be holding his own in the auto.FlaSwampRat Thanks this. -

They’ll throw you in the warehouse and eventually put you in a truck.

It’s not impossible. Like others are saying, knowing someone, or working for a small company/company that can’t keep drivers. Just beware if you the company you sign onto can’t keep drivers, that’s normally for a reason. I got really lucky honestly, the company I work for requires two years. I delivered parts for them from my previous employer and the guy likes me really well, and they happened to let it slide.

The experience requirements that companies have are often dictated by insurance companies. The insurance company won't cover a driver unless s/he has x number of years experience even if the company wants to hire them. So what can you do?
I know a guy who claimed to have non-cdl driving experience with a company that folded. The experience was untraceable. The company argued with the insurace company "Hey we need truck drivers and this guy has experience !" The insurance company, the employer, and the driver were happy because everyone had CYA "insurance".
You can't get the experience until you're hired and you can't be hired until you've gotten the experience.Chinatown Thanks this.
