There are other ways to accomplish it, without resorting to a Qualcomm unit. RickG is using something called XATA, I think, which uses a hard docked Blackberry Smart phone, and there are other ways out there.
As far as the mandate, it isn't effective, yet. I think any perceived immunity while using e-logs is going away, it will actually be easier to check them than paper logs when the means for doing so is in place, and it is being put in place. I don't see any extra scrutiny to paper users now, it is directed at specific companies, and some of them are using the E-boxes
The gray areas will still be gray, and more of those can be put in place as well. If and when things don't improve because of so called forced compliance, those gray areas will get more attention, the thing is, sleeping at the wrong time and not being able to have any flexibility will probably cause things to happen more often instead of less, IMO. We don't all do long distance, multiple day running, and not all of us enjoy the luxury of having a loaded trailer waiting for us to take off with, and that isn't all it's cracked up to be, either.rollin coal Thanks this. -

It has been the goal of the fmcsa since 2005.
I am hoping it goes away.
But the final regs will be in October of this year and full implementation by October 2015.

MAP-21 requires the regulation cover any vehicle / driver that would be subject to having to do paper logs, with no exceptions for carrier size. -

Mandated but not in effect, yet.
It could go away if some things changed, but I'm not holding my breath waiting.
As I have said, Qualcomm isn't the only game in town, and I have overheard talk about some things you have mentioned catching guys OOS at the scalehouse on E-logs, like all the time spent at a shipper or receiver being on duty, so I wouldn't count on knowing enough that it would have no effect on how I run,
I do multiple stop with a captive reefer, it's just not the same as going somewhere different all of the time to get the load, the timing is sometimes pretty bad, though. Getting a multiple drop load off sometimes makes for a day short on miles, but hopefully made up for with drop and pick-up pay. It wears on you about as badly as driving does, anyway. -
