I was pulled over and got a ticket, the ticket says "operate vehicle fail to display device" cost $240
the police officer says I need an annual inspection, and my cube van is a 1999 Ford e450 converted into a RV and registered by MTO as such, the police didn't care and walks to the back of my truck without even asking and opens the back door to see what was in there to only find my camping gear and all the things that I require to be classified as an RV.

It would help if we knew which province you were in. I'd say its BS and you should be able to beat that.
As far as I know, in BC you can register a single drive axle tractor for private/personal use and not need an annual MVI. -
Officer doesn't know the regulations. Lots of rv's built on an E450 chassis. It's just a matter of how you register it.

If it is registered as a Recreational Vehicle you are under no obligation to be in compliance for commercial vehicles. I am a member of the Escapees RV club, and a portion of those members use class 8 tractors to haul their RV trailers. They are registered as RV's but occasionally get static from unknowing LEO's. Fight the ticket. Do not just pay it. You might be able to do it via mail with the clerk of courts, by sending a copy of the registration.
