Wanted to pick yalls brains for a second on this.
I have a 2011 Cascadia with a CM871 Cummins ISX on it. I have never been able to successfully drain any water from the water separator. The separator itself has been replaced several times during PMs since I got the truck and I've never been able to drain any of them. When I open the petcock on the bowl on the bottom it sucks in air. I've tried this with the engine off and on and it still sucks air regardless.
I have a fuel shutoff lever above the battery box and I tried pulling that lever to see if that would stop the flow and prevent it from draining back to the tanks, but nope, still sucked air.
Tonight I noticed my water in fuel light flash on and off a couple times in the corner of my eye. It was raining out so maybe just some spray got kicked up to the wires and was enough to make the light flash. But, I figured I'd try draining the bowl again and have a look at the fuel that came out.
I figured I'd let it suck air for a few seconds and see if it would then start to drain, but nope, it continued to suck air until the engine sucked some in and cut out. After a couple tries to restart it purged the air and ran fine.
Anyway, any ideas on why I can't drain anything out of this separator?

Cannot drain water separator, sucks air in instead

DFO,do your tanks suck air when you unscrew the cap?
Vin2k and dieselfuelonly Thank this. -

If that is your filter pictured, crack it loose from the mount to allow air in the top when water/fuel runs out the bottom. (I'm hoping the picture is just displayed sideways and that's not the way the filter is mounted). Don't worry about the air, the Cummins has a good fuel pump that will fill the filter back up.
Just cycle the key on and leave it on for a minute before starting.dieselfuelonly Thanks this. -
Opening the caps won't help.

I cannot tell by the photo, but in relation to the fuel tanks and engine, how high is that mounted? If that is the high point in the system then it needs to be relocated lower to prevent gravity from sending the fuel back to the tank, or install a fuel shut off between he filter and tanks.

Fuel won't run back to the tank. They install check valves for that. The air rushing in is just equalizing the fuel system pressure with the outside air pressure. It's best to drain the water separator after the truck has been shut off a while and before starting.

DFO,the fact you cannot drain it with a running engine doesn't surprise me.
That's just your fuelpump doing it's work.
So do it without a running engine.
About the fuelcaps and your tanks.
It is a longshot but it is so easy to check.
Just drive till 1/3 or 1/2 tank has gone, open cap and listen.
Repeat for tank N°2.
Total effort .............40 seconds.
If you hear nothing at either cap, then try KC's solution.dieselfuelonly Thanks this. -
Thats a alliance water sepperator used on alot of frieghtliner vehicles. As a previous person stated you can loosen the whole filter then drain the bottom. When your done tighten filter again and if you have a primer pump, pump it afew times. This is a primary filter there will be one mounted on the engine as well. As long as you don't loosen the engine mounted secondary fuel filter you should be pretty safe. Todays engines prime up pretty good even if they suck some air after filter changes after a couple cranking cycles they will start.

Well I guess I was just being too impatient with it bubbling and didn't let it suck enough air in. I grabbed one of the mechanics by the shop on the way out to get his two cents on it, he comes over, gives it a twist, and lets it bubble... and bubble... and bubble... and then the fuel pours out just fine. Man did I feel dumb LOL. I was a little too worried about it draining too much back into the tanks and then getting a lot of air into the fuel lines, but like I said, I was just being too impatient!
Thanks for the help everyone.
