I used to live in CA, and I can tell you for certain that there are VERY FEW individuals who can legally carry in CA. Their "May Issue" status means it is at their discretion whom to give permits to. In CA, you have to have a "valid reason" for wanting a CCW permit. Things that are helpful in that regard are if you are friends with a judge, or carry extremely large sums of money like a diamond salesman or something, or your name is Diane Feinstein. Other than that, your weapon must be unloaded and locked in a container with the ammunition in a separate part of the vehicle, and not already loaded in a magazine.
