What they actually do? FLS power at high rpm, FTS power at low rpm, or what? Higher number more power, lower less? What are the maximum and minimum numbers?

They both run from -127 to 127........but the numbers don't mean as much as you would think. I just spent a day with two trucks on a dyno trying about 20 different sets of numbers. The difference in power between all of them was only 20 Hp to the tires.

What their relationship is to each other and the specific flash file is, I can't tell you.

The numbers dont follow any set order and there are appox 32000 combinations of numbers. Most Cat guys have a set of numbers for each application that works best from trial and error and we are all on the lookout for better ones. Numbers that suit a C15 6NZ dont have the same effect in a 7CZ or NXS etc.
The purpose is so the factory can compensate for changes the engines on the production line, they can add or reduce fuel so the engine makes as close as possible to it rated horsepower.
Cat doesn't give much information but the general idea is one number tells the ECM where in the rev range to start adding (or reducing) fuel and the second tells it by how much.

Honestly they dont mean that much to me either, all I know is I have a little black book with lots of engine prefix/horsepower combinations, and lots of FLS and FTS numbers with notes about how each one performs on the road (I unfortunately dont have access to a dyno), so all my measuring is seat of the pants style :)

Nothing new from Cat as far as I know. There is starting to be a few aftermarket programs floating around, PDI, bully dog, etc, not sure how much improvement any of these give though.
I think DDS has used a C16 600hp file in a C15 before with some sucess.
I did try a 600hp file (with 0,0 fuel settings) in a C15, it pulled harder than a 550 file with hot fuel settings but I only went for a short trip and then had to take it out as the engine was still under warranty.
