CDL permit holder driving with a restricted to intrastate only driver

Something like this recently happened in Georgia. The truck was stopped in a coop and both drivers were placed OOS. The GDPS allowed the carrier to send another driver in and the CLP driver was released to go on ahead. The intrastate driver took the inspection report along with the tickets back home. The fine totals are in the thousands of $$$$. I only know this because someone in the carrier safety dept was fired!

 

His CDL isn't valid out of his state. Legally she is operating a CMV alone.
Isn't that a good way to be didqualified from ever getti g a CDL?

 

According to 383.51 table 2, it is a 60-day suspension on the 2nd time. Has no bearing on getting a future CDL.
