That is correct; all of the states do not agree on everything. The sates are required to follow a prescribed minimum set by the Feds, after the the states can, and do, set the rest of the requirements, as they see fit respectively.

The truck is on fire, the brakes are toast, there a fast approaching curve and a 1000 foot cliff with no chance of keeping the rig on the road... EXIT THE CRAFT, NOW! That would be a special circumstance.
