In my case, I've had my CDL for a long time. Because my OTR experience is not recent, I have to go through a minimum of 21-days with a trainer due to Maverick's insurance carrier requirements.
YMMV -

I hung out at the testing station and offered to pay a guy if he would stick around long enough for me to take the test. (I figured that the city guys were paid by the hour so it would be an easy sell. The testing guys were OK with the deal and once everybody in front of me with a lower number had their road test, they would let me jump to the front of the line if I could get a truck.) One guy blew me off, but when his truck failed inspection because of a bad tail lamp, we made a deal. If I could fix it and he didn't have to go back to shop get it fixed and lose even more time coming back, I could use his truck. I pulled a bulb out of my car, plugged it into the lamp housing on his trailer and we were both happy. Since I had to replace the bulb, my testing fee couldn't have been more than a couple of bucks over the state fee.
FWIW...
Before the Fed got involved with CDLs, you could drive truck with a regular Nebraska operator's license. Even better, they didn't have reciprocity with any of the other states, so the only way to get points on your license was to get a ticket in Nebraska. With a terminal in Omaha, it was fairly simple for this Chicago-boy to get the driving equivalent of dual-citizenship. It was a much simpler time.
