Must have been quite a while ago because when I started running regional in the NW in 2004 Oregon didn’t leave it up to the driver. And WA required 4 tires to be chained, either all 4 on the same axle or the outside 4. We were based in Western MT and ran siped highway tread because they did better on hard snowpack than lugs, and at 105k gross if we had to chain we would’ve been chaining with lug tires anyway.
