Changing company from INTRAstate to INTERstate?

Does any one know the actually process to changing company from intra to interstate? Currently have 1 tractor that has regular commercial plates (ma) however I have secured some work pulling another companies trailer/loads locally but need to change to interstate and get a mc. The new truck will need apportioned plates. I’ve looked it up, amd if I’m understanding correctly I need to;
File a new mcs-150
Apply for authority

Is that it or am I missing anything?
