Eminent domain definition isn't the same. In China, the government owns all the land. The home/condo owner leases the land for 70 years at no charge. At the end of the 70 yr. lease, the lease is automatically renewed at no charge. You can sell your home, farm, etc. to another person, and the lease to the land automatically goes to the person that buys your property.
If the government needs that land, they pay you fair market value of the home, etc. plus the land to you, even though you don't own the land; just the home.
Another example, I know a family that lived in, basically a concrete box; living room kitchen combo, 1 bedroom & outside toilet. The government wanted the land back to build condos. He was offered 2 of the new condos if he would move. He said, "OK, but only if I have a private parking garage for a car." The government agreed. Now he has 2 modern condos plus free underground parking.
