I imagine since it was a brokered load the carrier I pulled for didn't care. They may have honestly not known though that the shipper would do that when they booked the load to begin with.

I find it hard to believe they didn't have it worked out. I'm willing to bet they did and they got paid for it. They just didn't give you any of it. Why would you agree to sit there for free?
Blaming the shipper seems wrong to me. The carrier had to know the pick involved a trailer drop. -

Blaming the shipper is wrong when it was your carrier that burnt you. Shippers and receivers that drag their feet is easy money for carriers that don't give away their services for free. -
