If you are under the 100 air mile rules you are required to keep a time card of hours worked. But, If you happen to go over your hours allowed on-duty then you would have to switch over to logs or say you got stuck and couldn't make it back to your home base, then you need to log.
Got to be more to the story with your buddy. I watched a guy get ticked in SD trying to present paper logs but company was on electronic logs. Didn't witness the whole exchange but it was not looking pretty.volvodriver01 Thanks this. -
There was a recent challenge to the EOBRs, requiring the users to keep a hard copy duplicate of these. It's all in the throws of challenge right now, but as I read the first ruling, the company must keep a paper copy of the electronic logs until this is further resolved.

Read the regulation I found, post #10. It says it's okay to supplement EOBR's with a paper log.

Actually it states that the "information may be used in conjunction with handwritten or printed records of duty status for the previous 7 days", but doesn't say anything about today.
§ 395.15 (a) (2) states that "Every driver required by a motor carrier to use an automatic on-board recording device shall use such device to record the driver's hours of service.
There is nothing that states a company cannot require a driver to complete a paper log along with the EOBR, but when a company requires a driver to use the EOBR and is asked by a LEO to see his record of duty status, the paper log will not suffice unless the EBOR is not operational. -
I cannot speak for all electronic logging systems. But I know that the newer qualcomms do have a "fax logs" options, I believe under the 8 days under the Hours of Service Section. That's just in case if the DOT don't want to fool with your electronic logs. You just put their fax number into the field and hit send.
Now you will need a log book just in the case your electronic logging device goes down on you, and the chances of that is very likely. When that happens, you have to find a place such as truckstops,shippers,consignees and etc for your dispatch to fax the past 8 days to you including up to when the electronic logs went down.
