Air line from the governer to the tank is leaking off, there is a check valve at the tank that keeps the air in the system from leaking back. This is the line that tells the governer to turn on and off.

The compressor runs all the time. a little piston in the air governer slides back and forth to either sent the ait to the air tanks or to the bypass. when the tanks reach pressure the governer goes in bypass mode, if a air line is leaking between the governer and the tank it will cycle based on the pressure in the line and not in the system, ie your air gage is not showing this leak because it is behind a check valve . When compressor cycles on it only takes a second to bring the leaking hose up to pressure and cycle off and make your air dryer spit.
