I saw a video of a bunch of port workers who looked at the mess like no big deal, more overtime pay, everybody work slower.

Got my answer about the green barge. It put a cap over the ships exhaust to capture the exhaust/CO2 to keep the pollution down. Thanks to Sal on "What's Going On With Shipping" on YouTube.
