If the engine was 1994-1995, it is currently legal but is not eligible for a retrofit. It is absurd, because 1992-1997 12.7's all met the same emissions standards from the factory (and 1996 engines are eligible for retrofit).

But, unless you have some political clout, I wouldn't expect CARB to make an exception.

You have to know the right people and it ain't CARB. When it is all said and done, the unit will be compliant "Legally".
