In my personal experience, I've found that all depends on whom you ask.
And how you define "better off".

If the powers that be, who make the laws, rules and regulations happen in the first place, and see to their enforcement there after, got the laws, rules and regulations RIGHT, in the FIRST place, would Big truck drivers STILL be inclined to violate said laws, rules and regulations?

Would/Should they be expected to choose which laws, rules and/or regulations to violate in order to be in compliance with yet OTHER laws, rules and regulations?

    SOMEbody PLEASE?!
Explain the logic of THAT to me?
Or does logic even enter the picture?

I think it's more about re-elections than "safety".
Or what's best for, or in the best interest of, ALL involved.
Whether it actually IS, or not.
And whether the Big truck drivers like it, ....or not.
Or whether the laws, rules and regulations actually make sense or even work like they're supposed to.

    SHUT-UP and DRIVE, Driver,...............................
that's what you're paid to do.
    Right?!
