2 state codes do not set the precedence for the entire country, or the FMCSA. The FMCSA is what we are to initially go by, we are also to abide by different states requirements. This discussion from my recollection, never pertained to any one state in particular. You drug a couple states into this to try and validate your opinion.

States are allowed to have stricter regs on securement, I've driven wreckers, I've been around wrecker drivers. I don't blame states that have stricter regs on cars.
If the feds wanted 4 tiedowns on cars it would look like this.
(c) Securement of heavy vehicles, equipment or machinery with crawler tracks or wheels. (1) In addition to the requirements of paragraph (b) of this section, heavy equipment or machinery with crawler tracks or wheels must be restrained against movement in the lateral, forward, rearward, and vertical direction using a minimum of four tiedowns.
Instead they say this.
(b) Securement of automobiles, light trucks, and vans. (1) Automobiles, light trucks, and vans must be restrained at both the front and rear to prevent lateral, forward, rearward, and vertical movement using a minimum of two tiedowns.
When you put them back to back it shows what they mean. If both regs mean the same thing (four tie downs) why write different numbers?4mer trucker, Oscar the KW and johndeere4020 Thank this. -
You do understand that's the common thought process of Californians, dont you? A California local tow truck driver on an international open deck forum telling everyone that he's an expert. At what? Copying and pasting California tow truck regs.
You quote to him the US and Canadian FMCSA regs for open deck securement and he tells you thats YOUR opinion. Dont you know California tow truck regs supersede all US and Canadian open deck regs.
I do understand, however, why tow truck regs would require 4 point securement. They use tire lassos for securement. Apparently, there were a bunch of tow truck operators who would secure a car to a rollback with 2 tire lassos. You need 4 in order to be effective.
