    Went to DMV yesterday afternoon. I got my questions about hazmat answered, registered a vehicle, and returned old plates in under 45 minutes. Absolute miracle for CT DMV. The answer was yes I can get the threat assessment done before obtaining my CDL.

    The DMV just needs to see the paperwork from TSA and then they document the fact and you can test or if already done, the endorsement is added to your license.. (for more fees of course)
