Have a 2003 pete 387 with 475 cummins isx. Would a vehicle speed sensor on the rear of the transmission cause the engine to go into limp mode?

Yes, but the ECM has to have vehicle speed sensor anti tampering parameter enabled. Default is disabled. I think if any maximum vehicle speed is programmed in anti tampering may be enabled, but I am not 100% sure on that. Without the VSS the engine will normally just throw a CEL, no loss of power.

my speedo is now stuck @ 30mph. Engine will not rev above 1500rpm.

engine speed limit if VSS fails is programmable parameter. yep, it is usually set on 1500 rpm. But ECM does not limit speed. With half of power truck may run up to 50 mph.
Pete dashboard lets you read codes. check MID 128 for fault codes.
But onese I got similar issue withou codes... Owner put 315/80R22.5 on front axe and 295/70R22.5 on rear axes and ABS/ASR unit limited torque, becouse ABS unit concidered different wheel speed as spinning and acuated traction control function. -
I'm having a similar problem in my 03 Columbia. It has a lightning top 2. The CEL will come on, the speedometer will cut out and the transmission will go berzerk. Either not shifting into 7th gear (high range) or when in top gear, won't upshift or downshift in the Auto position. We are taking it to freightliner today.
