I would just put one on at that mileage.

The cut is nothing if it's that shallow and you already have it sealed up. That deep hunk, though? That greatly increases the risk of something puncturing the casing. Look at it very closely with a bright light. If I'm not mistaken, if you can see the darker layer of rubber under the tread, that's an OOS. (too tired to verify that right now.)

That chunking happens to those fancy tires when u run gravel road a lot. Just not as bad as the pic, but I was always fighting the chunking with drives , trailers and also steers. Just keep an eye on it , make sure you don't see any cords.

I don't know how much of a height difference between steer tires is permissible per the regulations.

As long as the difference in height doesn't affect the steering, not sure it matters.

In my early years I used to have mismatched steers 50% of the time.

With them few miles you have, I would change only the damaged one.

Tread depth for steers is 4/32" or if you can see the metal chords is the main OOS criteria that I remember.

My Bridgestone steers look like a fat girl got a hold of cookie batter and a spoon... I'm hoping Mitchellins do not do the same

That would be moved to a trailer the second I got home.

And a lesson as to why I’ll pull the brakes and walk around if something looks sketchy
