Deducting $500 out of my check for not sending in light scale

Yeah gotta follow those instructions, but 500 is steep. Seems like owner op problems, or the rate con given to your company got reduced. I've had to get an empty and loaded ticket, mostly when I've hauled scrap metal, and I think one time hauling bales of garbage.

With large enough saddle tanks, fuel can make a significant difference in an "empty weight."
I'm thinking that $500 clause was in print so fine it would've taken an electron microscope to read it, lol...
Anyway, that's how much that trucking outfit thinks a driver is worth: $500.
I'd already be on the phone to another company, but that's why I went through a few companies back in the day...

NO they can't fine you anything unless it is in policy and you signed off on it.
I assume you are a W2 employee, not a 1099.
Now if you are a 1099, what does the contract say?
Does it spell out fines for problems like this?
No contract?
Then they can't touch a dime of it, to be exact you have to file with your state labor department and file with the IRS for misclassification.
Either way, nope, they can't charge you. -
As company driver they cannot take the $500 out unless you signed an agreement to such requirements for certain customers and to what the labor laws in the pertain to..
