Definition of "laden" for personal conveyance provision

I use mine for personal errands all the time, plus, we're allowed to take out tractors (and sometimes loaded trailers) home. When I deliver to Whitehorse, in the Yukon Territory, I drop my trailer there, and bobtail to Skagway, Alaska, for several days of "home" time. At the international border, they just treat me as an RV.
