It's not the "alphabet people" who coined the phrase. It was the same people who created an environment where random sex in a rest area was safer than having a committed relationship.

 

If you’re a “One” truck operator, the twice a year sniffer test to submit does not apply to you according to what you’ve submitted on your link. If you’re a “Two and more operation, then, this “Does” apply to you(twice a year sniffer).

 

Go here to see the list of "credential testers" that can do the required compliance testing. Most are at trucking companies that probably are only going to test their own trucks. They are not going to be widely available for quite some time I think.
