Cause the c15 was a dirty motor

 

Because CAT did not want to use an EGR system like Detroit and Cummins. They developed ACERT technology as an alternative to EGR. The emission regulations didn't just go from none to everything we have now overnight, they were implemented in stages over several years starting in like the 90's.
