Those that are in the business of selling salvage vehicles and intent with some level of larceny, i.e. not disclosing the unsavory history of a given vehicle are well aware of the legals involved;
A close friend of mine was in that business for 30+ years and has watched the progress of the dealers involved to thwart the authorities.
Insurance only gets involved if there is a claim. Many trucks on the road that are older than 5 years out here have no comprehensive/collision coverage, the owner just eats the loss.
And just because a vehicle might have a salvage brand on the title doesn't make it unroadworthy in and of itself. But there are significant numbers of vehicles sold that have such defects and the naïve purchaser goes on with buying the vehicle anyway without due diligence or needs the vehicle badly enough to ignore the implications.
Example: I could see these types of operations starting off with a truck that is undamaged but terminal mechanical problems, hence a clean title. And use components from the wrecked vehicles to "rebuild" another vehicle out of it. But the workmanship would be suspect. -
Just needs a Good inspection by a competent mechanic
I’ve owned several cars and pickups with salvage titles , or that had a salvage history ,
Nowdays , a minor Collision that blows the airbags will total a 3 or 4 year old car. Even though the car can still be driven away from the accident.Studebaker Hawk Thanks this.
