I am trying to find out what the device is called that allows a bobtail to tow another bobtail. It is a beam of some sorts that attaches to both 5th wheels. And then there is also a deck that allows them to put a vehicle on it. I am most interested in the deck with the vehicle on it. I have seen the vehicle, usually an suv or pickup, pulling the deck like a trailer. Then somehow it converts to a deck up on the 5th wheel for the bobtail to be able to transport the suv or pickup. I am unsure of what the bobtails were transporting before bobtailing and the need of a 4wheeler so my searches have not turned up anything. I have found a device called bobtail shuttle but that is not what I am looking for.

You can get a custom toter made. The one's I'm thinking about have permanent ramps with tool boxes under them and the lift on the back.
Do a search on "toter" and I'm sure you can find some companies. The flatbed sounds like work.
I'm not in that business, but I have a neighbor who is. I can ask him. I'm just posting on observations. The draw bars I seen were homemade, but I'm sure there is someone that makes them. I seen one guy that had his own portable lift frame/hoist he made. He would buy used trucks and he would lift the front of the truck up right out in the parking lot to hook up. Most of them driveaways use a custom setup in a shop to hook up.
