I hate to say it, google should be a first check, cross check a given link, or missing information etc to come up with other sources of similar or missing information.
A check of the house schedule shows nothing of this nature or amendment pending. The website for that purpose is known "The Hill" and that is where all bills are beginning at generally in committee or on the house floor when the leadership gets around to scheduling debate, procedual votes or what have you.

As far as my opinions with O/O earnings, when I purchased my first truck I was expecting 1.60 usually and 1.25 to break even. Anything less than that would not work for a load. I would have had four years in the program to complete it and have a number of resources against a number of possibilities at the end of the 4 year program. For example there was going to be a 10% of all money sent to a account against a future engine failure which results in about a 20,000 on up in costs to drop in a new engine or purchase a replacement truck. Without which the new O/O like myself would have been out of the business entirely bankrupt.
This information is obsolete. Today's O/O's generally keep secret what they earn per load or per mile or even per day. What you might find out about O/O wages etc is hearsay or lunch counter talk that is not under any contractural agreement or restrictions such as Non disclousre agreements etc. that might be in force today. It's safe to say I know nothing today. Despite what I might have been taught in the early 90's when I ventured towards becoming a O/O to escape the constant 300 dollar a week paycheck as a crappy reefer driver bouncing around the NE. That work is way too hard for so little income. But when you are young, no family, no responsibility and no assets to deal with or pay utility bills, taxes, etc on it's not difficult to live on nothing.
And I find it hard to respond to people who complain that 1000 is too little per week. Come on. that's gluttony talking. You could be paid 10,000 a week and it will not be enough. Something else is the real problem. Not the money.
Anyway, google it. Read it yourself. I showed you one of 194,000 pages resulted from a simple google search of that particular amendment anyone can do in a few moments.

I am now retired. I don't have a dog in this battle any longer. This points to something however that has bedeviled the trucking industry for as long as I can remember. Brokers and Logistics 3rd parties. These groups control much more of freight shipments in this country, MUCH MORE IN FACT them most of you could imagine. They pull money out of the system and don't give anything back. Even the mega carriers haul brokered loads for 3rd parties a lot. A carrier no matter who they are can't afford to pay detention (even when it is totally justified) if the brokers and logistics company's don't pay it to them. THE ONLY WAY THIS WILL WORK is to totally redo how loads are handled in this country and how the money gets spread around. Then expect at least a 5% to 15% increase (depending) in the cost of all goods in this country to pay for this extra pay. Because these Brokers are still going to get paid!
