My question would be about the liability issues for W&S.
Say one of their new hires goes out and kills someone. Could W&S be held liable for inadequate training? -
As for the rest... try surfing over to the FMCSA website, and look up the rule making process for minimum training requirements. -

There are probably thousands of truck drivers without any structured 'training' that are doing just fine. Would the companies they drive for be more liable as well should a fatal accident occur?
I also wonder if the W/S program was so insufficient that they would have a terrible time getting insured. -
Seriously, some of these outfits have trainers that have only been driving a couple months.
Talk about the blind leading the blind. -
I am wondering if the plan you speak of would be some type of required training before a CDL would be issued.
