It isn't a licence suspension (of a Canadian licence holder) as NY has no ability (nor legal authority) to do so. And, the driver in question would be legal to drive anywhere (unless their licence is suspended by their home province/territory). Individual states cannot suspend the driving privilege of a Canadian licence holder as those rights are negotiated and granted at the federal level. Nor do any states have access to Canadian jurisdiction's databases for such purposes.

What it would amount to is detention/arrest until any outstanding fines are paid. The outcome is the same, but the process is different.

Again, as I said, their driving privilege in NY is suspended until the NY fines are paid.....If one thinks that just because one is Canadian, can get traffic violations in the States, just blow it off, and think their exempt from paying fines has got an eye opener coming, good luck.....

Nope. NY (or any other state) cannot suspend a Canadian licence holder's driving privilege. They don't have the technical ability, nor the legal authority. They can detain a driver until any fines/legal issues are dealt with.

Who is advocating that? Certainly not me. As previously posted...
Having said that, unless a driver is apprehended in the jurisdiction where they have outstanding fines, for traffic violations U.S. authorities are pretty much restricted to civil remedies (i.e., collections) when dealing with Canadian (or any foreign) licence holder.

It would go more like this..."we will grant you your driving privileges and release you from jail or the back of police cruiser as soon as past due tickets and any added costs are paid"
