    It's an old Werner KW that got converted from a 9 to 13, it won't rev over 1500 RPM until you get to 8th on the low side.. also spliting the gears can be trouble sometimes as it feels like your dumping the clutch when you split 5 Lo/High and 6 lo/high

    what year? seems to me U got VSS problem, like air gap and no good VSS signal at low speed, so ECM reads it faulty and derates

    Disable gear-down protection. I swapped in a new 13 speed, and it did the same thing. The shop disabled gear-down in the ECM and it fixed it.

    EDIT: Actually, I don't know if they disabled it, or increased the value.

    EDIT: When I say that mine did the same thing, I mean exactly the same as yours. 1500 rev limit through all gears until 8th.
