I know in ontario, canada. Its not the actual weight they care bout its the registered weight. Regestered weights over 11,000KG you need a D (CDL) thats why my pickup is at 11,000KG cause any higher an someone without ain't allowed to drive my truck to the corner store empty to get me a case of beer/ coffee!

I got my AZ (CDL) when I was 18. (up here u can't get it till your 18) an I had a very hard time finding a job cause all frieght at the time was south bound an I couldn't go.

Same rules down here. GVWR is for the register weight it can carry.

The 20 year old driver I said KY DEV was questioning was driving a truck used for water blasting . It never carried freight . Even private vehicles used for business are subject to Federal rules . When it comes to things like race car haulers and private auto collectors the debate could go on forever .
The same with RV haulers that claim they can take magnetic signs off when deadheading and consider the truck a private vehicle . Debatable because they are still under contract to the RV transporter and required to continue logging . They are covered by non-trucking liability insurance that only covers trucks running under authority . Most insurance companies will cancel ntl if an O/O terminates a contract and doesn't come under another 1 within 3 days .

[even though I can't cross state lines until I'm 21]

I think you may have answered this yourself. Im positive that until you turn 21 no other state will consider your CDL's. Only the state where they are issued. Hope this helps
