Improper passing
There are several ways to pass improperly. For one, most states prohibit passing on the right except under certain circumstances (like if a road has 2 or more lanes).
More serious are the maneuvers that put everyone on the road in obvious jeopardy, such as passing on a blind curve or shoulder. Depending on the location, improper passing could tack about 4 points to a driver's record.

CA law, regarding passing on the right..
Vehicle Code 21754 VC allows drivers to overtake and pass on the right in only specific situations.

Overtaking And Passing Upon The Right Of Another Vehicle
Under Section 4511.28, the driver of a vehicle may overtake and pass upon the right of another vehicle only under the following conditions:
- When the vehicle overtaken is making or about to make a left turn
- Upon a roadway with unobstructed pavement of sufficient width for two or more lines of vehicles moving lawfully in the direction being traveled by the overtaking vehicle

so suffice it to say, i really did not know such a right lane passing law existed either, but it does.
i will NOT look up all 48 lower states traffic laws, so let's "just go" with it that it is a law in perhaps all 48 lower states.??? -
But the point is we shouldnt have to pass in the right if everyone would stay in the right lane going slow where they belong
