Do people steal CVSA stickers?

Just got another level 1 last week. The trooper told me that the new stickers don't stick as well as the last batch of stickers he had. Apparently they went with the lowest bidder to get them printed. And now my new sticker fell off in the rain today.

Why can't they put it on the inside of the windshield? Like window tinting. Seems it would fair better. Mine only lasted a couple days
