You can do it, you just have to make sure there is no one on the other side, and you also have to throw them differently. When I've left them on, usually on a turn around load, I thread them through the rub rail and pull them out almost all the way...and then 'sling' the hook over the top like a swinging weight. Not always do it, but on occasion when I was in a hurry to get to the next load....and usually in summer only.

Roll them up. I loaded at places that would kick you out if they caught you throwing your hooks over.
If you roll them on the winch wouldn’t that make the straps spongy when tightening because of all the excess wrapped on itself? -
I leave them on, but I only run local. So it's easier to roll them up on the winches. I haven't run into anywhere that says you can't throw the hook end over. I will pull them off and roll them up if it's crummy weather during winter so they don't freeze.

I take them off every time. I tried it the other way and never found it to be really all that much faster. And I think it looks kinda tacky leaving them on but that's just me.

I always roll them up, I have left them on though back when I was doing local paving stone work years ago, realized it didn’t save much time. Just a personal preference I guess rolling em up and putting them away.

Off as I keep them separated Short & Long. Nothing worse then having to use a 30’ strap on a single low pallet or something small like a pipe.
