A cell phone is very much needed in general since you never know the emergencies you might face on the road.
You mentioned prepaid. Prepaid wireless is relatively cheap and for the convenience of having a cell phone compared to being stranded if your Qualcomm fails, having a cell is priceless!

Qualcomm is normally used for text messaging with dispatcher and/or fleet management. Never heard of them making calls though...

Ditch the phone and use your Qualcomm. Be careful though. Most companies will deduct long distance calls made via Qualcomm out of your paycheck. Don't even get me started on the roaming charges!

For Emergencies-Minor calls/texting only, go with TracPhone ! I say this because casual texting/calls will eat your minutes quickly. For instance if you buy a $20 card you will receive 120 minutes for 90 days. No bills in the mail and has been a win/win for me.
