I've already did my taxes, and did not report the quartley refunds I got. I happen to read something off the IRS website that mentioned state fuel tax refund. I figured its not income because I paid the tax at the pump.

If you got a 1099 from them is the only time to worry?

Yes, I deduct the amount of the refund from my expenses.

If you don't report it, then you are claiming to have paid more for fuel than you actually did.
