On every hurricane load I've been on in the past 15 years, the first staging area was always a military base. From there we were police escorted to final drop destination and under police protection. Or military guard

Some years back, I had a load that paid me $20,000. Yes, one load. About 1500 miles total. I sat two weeks at $1000 a day.
Apparently truck drivers are just not that smart anymore. I keep see $2 dollars a mile posting for TX...(sigh)TheLoadOut and Big_D409 Thank this. -
Yep just took a look the loadboards, the highest paying posted load (at least the ones posted with price) is sitting at $4200 for 1200 miles from Chicago to Houston, TX

So just for the fun off looking. I check loadboard. A company that starts J. And ends in Unt. Has a load 1460 miles for 2500.00. Indy to Huston. Who in there right mind would run that on a normal day let alone a disaster. Alot of low rate stuff. One cheap broker is saying they have 5 hour unloads. RiGHT.

OP do a reverse search of Houston and you'll find more brokered FEMA loads than you can handle.

So do all federal regulations stop with FEMA loads? If so could I get a FEMA load to Texas from Kentucky at 19 years old?
