I've noticed that requirements change when companies need drivers really bad so insurance must be somewhat flexible.

Ultimately it is the customers choice. An insurance company is NOT going to drop a customer if they choose to change their criteria.....they will adjust the policy and premiums to fit the customers needs/wants. They (insurance companies) are no different than any other greedy corporate scum, and they will gladly take all the business they can get.
