Can a dog tracking trailer be caused by an out of aligned tractor axles 2 and/or 3 or is a trailer pulling to one side (not caused by the road surface) always an issue with the alignment on the trailer?

Better check things out. Could be broken joints. Cracked frame. Worn bushings. I have a trailer like that.

Mirrors being crooked can also give the illusion of trailer dog tracking.

Load it heavy and do a sharp 2mph U turn into the dog track.

Is it a closed tandem or Spread? Look for worn bushings, you're getting slack from somewhere in the trailer.
