By the odd-add rule 122.5 would round down to 122, but 123.5 would round up to 124. Note that there are 4 non-zero digits below 5 and 4 non-zero digits above 5. So 5 is exactly in the middle and there has to be an arbitrary rule for which way to round it. There is. The rule is to look at the previous digit. If the previous digit is odd you round the 5 up and if it's even you round it down.
