Not all of its more readable! LOL. Some of the CFRs are realllly old though. Like, the rule that any sleeper berth installed before 1953 has to be atleast the size of a coffin. That's been there since 1953. LOL.

Starving Students was a transition for FMCSA enforcement cases. Following the Starving Students decision (see page 40 "Special Topic Starving Students 1.4.1.11) FMCSA investigators were required to document every violation for a particular enforcement action, i.e. 50 false logs discovered with 12 counts used for enforcement used to require only the 12 counts be documented. After Starving Students all 50 counts were documented.

    A lot more work. :biggrin_2551:

The FMCSA does not write tickets, they build enforcement cases with documentation to show:

    1. Commerce

    2. The rule applied, i.e. vehicle was placarded or its GVWR was 10,001 pounds or more in interstate commerce for DQ, HOS and maintenance or placarded quantities were transported or the vehicle's GVWR is 26,001 pounds or more in intrastate commerce for CDL, and D & A testing.

    3. Who violated the rule

    4. The violation occurred.

When completed some cases are 1,000s of pages long with supporting documentation. :biggrin_25521:

    Be safe.
